Appropriate Technology has been in fashion with international development groups for years. The concept envisions making technological choices that are "'small-scale, decentralized, labor-intensive, energy-efficient, environmentally sound, and locally applied to complex problems'. Billions of dollars have been spent on conferences and projects which may or may not have accomplished those goals or the problems they were supposed to address. I don't know if an example for attracting birds to a new nesting opportunity fits the definition of an appropriate technology but it certainly appears to have gotten the job done in this situation.
